Promotion of Clean Development Mechanism in
the Framework of Sustainable Forest Management with Local Communities Involvement

Indonesian forests were reported in 1994 to emit four times the
Green House Gases (GHG) than those emitted by energy-related emissions. In addition,
the emissions due to forest fires and deforestation also tended to increase.
Forest fires that occured in 1997/1998 were responsible for the increase in
the atmospheric carbon by about 1 Gt (equal to 0.5-ppmv atmospheric carbon).
The rate of deforestation increased from 0.6 million ha per year in 1980s to
about 1.5 million ha per year in 1990s. If this trend continues, lowland dry
forests in Sulawesi, Sumatra and Kalimantan are expected to disappear by 2010.
On the other hand, domestic funding currently aivailable for forest rehabilitation
(reforestation fund/DR) is very limited. As the Clean Development Mechanism
(CDM) provides alternative funding mechanisms for forest rehabilitation activities
and supports sustainable development, this mechanism is becoming of interest
to Indonesia. However, studies related to CDM LULUCF projects in Indonesia are
very limited. Therefore, a feasibility study for CDM projects in Indonesia as
well as strategy to promote the CDM projects is required.
The pre-project aims to collect relevant baseline data and information
for developing strategies for the promotion of the Clean Development Mechanism
in the framework of Sustainable Forest Management. This pre-project contemplates
literature reviews, field surveys and consultation with local and central governments,
forest agencies, forest concessionaires, local communities, environmental NGO's,
and international industries. The pre-project is expected to produce:
1. Practical and feasible designs for CDM projects in Indonesia;
and
2. A project proposal aiming to promote CDM in the framework of
Sustainable forest management for submission to ITTO.
