Development of the National Reforestation Policy and Afforestation Strategy Consistent with the Liberian 3C-Approach

Liberia

The project resulta from an overall assessment of the priority needs of the forestry sector of Liberia in the period of reestablishment of a functional forestry authority after many years of civil war. It aims to address two aspects of the reform process, including (i) the formulation of a comprehensive reforestation policy to be applied in forested areas and of an afforestation strategy in non-forested areas and (ii) building of human capacities in the field of forest restoration and plantation forestry. The project will assess the status of existing plantations; develop silvicultural and business approaches in forest restoration, enrichment planting, timber plantations, agroforestry, biofuel/firewood and watershed protection. Thus, it contributes to the overall aim of Liberia's 2006 National Forest Policy and Implementation Strategy based on the 3C-Approach (Commercially-based, Conservation-oriented and Community-involvement) which translates the three basic concepts of susteinable forest management (ecological, economic and social susteinability).

Progress report

November 2011

In accordance with the project’s most recent progress report and the updates from the Executing Agency, progress in project implementation can be summarized as follows:

  • Field assessment of forest plantations continued with three additional forest plantations in the northeast of Liberia, listed below where the total number of 35 sample plots (25M X 20 M) were established and assessed (measurement of height, diameter, general observation for dead trees, standing trees. Brushing of plot area and painting of assessed trees, etc) plantations assessed included; Yekepa/Lamco, Kpaytuo and Tappita plantations;
  • The results from the field exercises were processed and information stored in the computer and used to prepare reports on those three plantations.

The second Project Steering Committee meeting has been carried out in January 2011, providing guidance for the smooth implementation of this project.

November 2010

This project has been approved and fully funded during the 44th ITTC Session in November 2008, thanks to the generous contributions of the Governments of Switzerland, Japan and the USA. The Project Agreement has been signed by the parties in April 2009. The project initiated implementation in July 2009 following the delivery of relevant documentation and nomination of a project coordinator.

Since the Forty-third Session of the Committee and in accordance with the project's most recent progress report submitted in September 2010 and the updates from the Executing Agency, progress in project implementation can be summarized as follows:

The second Project Steering Committee meeting was scheduled for January 2011, to provide guidance for the smooth implementation of this project, after the death of the ITTO Focal Point who was familiar with the ITTO project cycle.
