Strengthening of the production chain for timber
from forest concessions and other forests under management

This project is a follow-up of an ITTO project « PD 23/00
Rev. 4 (F) Promotion and transfer of knowledge on sustainable forest management
models to timber producers » which was executed by the National Chamber
of Forestry (CNF) in the regions of Madre de Dios and Selva Central. It targeted
forest concessionaires and other forest producers with the aim of improving
their technical capacity for sustainable forest management. The new project
was formulated following the conclusions and recommendations of the regional
fora. Peru intends to use it to promote the consumption of legal timber, and
to discourage the marketing of timber products of unknown or unreliable origin
as a strategy to curb illegal logging. Its development objective is to strengthen
the forest-industry-consumer production chain as a means to consolidate a formal
and transparent production system in support of sustainable forest management
and for the benefit of local communities and the national economy. The specific
objectives of the project are (1) To promote the articulation of the legal production
of timber from forest concessions and pother forests under sustainable management
with industry, trade and end-users; and (2) To support the implementation of
a national forest production monitoring system with the participation of the
public and private sectors.
The project will be implemented in the areas of the Central and Southern economic
road corridors. The Central Corridor covers the regions of Ucayali, Huanuco,
Pasco, Junin and Lima. The Southern Corridor comprises Madre de Dios, Cuzco,
Puno, Arequipa, Moquegua and Tacna. The beneficiaries will include mainly the
legal forest concessionaires, the indigenous communities having managed forests,
the legal reforestation concession holders. Furthermore, forest industry owners
from the Central and South economic corridors of the country, will have a secured
supply of timber, which in turn can improve their competitiveness in the national
and international markets. They will be able to offer and consume products sourced
from reliable and non-controversial sources.

Since the Forty-second session of the Committee and in accordance
with the two most recent progress reports submitted in February and August
2009, progress in project implementation can be summarized as follows:
The technical-legal situational analysis of forest access
based on current forest legislation has been completed and documented;
A diagnostic study on the demand for timber products
in the Central and South Corridor areas has been finalized and documented.
This study identified 11 production chains: 6 in the Central Corridor
and 5 in the South Corridor;
A directory and database of timber producers (concession
holders, native communities, etc.), transport companies, traders, industrialists,
financial institutions and other components of timber production chains
has been developed and is operative;
Assistance is being provided for the organization of
11 production chains. Moreover, individual assistance has been provided
to 38 companies and six training workshops have been organized;
A total of nineteen meetings between authorities and
timber industrialists and information events have been organized to
discuss the development of further timber processing and the mitigation
of illegal logging and trade, among others;
A Code of Conduct for the private sector and CNF members
is currently being developed in a participatory manner;
A database on managed forest production continues being
developed and populated; and
A web page with national supply and demand data for timber
products by forest sector companies is currently being drafted and can
be accessed at www.cnf.org.pe. The
Project's second Steering Committee meeting is scheduled for December
2009.
